Teresa Cheng GBM (GBS SC JP)

Ms. Teresa Cheng, Senior Counsel, is an arbitrator, mediator and chartered civil engineer. She is currently the adjunct professor of Tsinghua University and course director of international arbitration and dispute settlement program. She is also a member of the World Bank’s International Centre for Settlement of Investment Disputes (ICSID) Panel of Arbitrators. She was designated as an ICSID arbitrator by the Chairman of the ICSID Administrative Council in 2011 and by China in 2017.


She has acted as counsel and sat as arbitrator in investment disputes and also rendered decisions as member of ad hoc committees dealing with applications for annulment of ICSID awards. She has also been involved in a variety of commercial disputes as counsel or as arbitrator in many jurisdictions and applied a number of foreign applicable substantive laws governing the disputes. She was the Chairman of the Hong Kong Branch (now known as East Asia Branch) and later, the Trustee of the Chartered Institute of Arbitrators (CIArb). In 2008, she became the first Asian woman elected through a global election of all branches as President of the Chartered Institute of Arbitrators.


Ms. Cheng was the former Secretary for Justice of the Hong Kong SAR from 2018 to 2022. She was involved in the promulgation of the People’s Republic of China Hong Kong SAR National Security Law and the legislation for the enhancement of the electoral system. On behalf of the Hong Kong SAR she signed and implemented a number of mutual legal assistance arrangements with the Supreme People’s Court. Prior to that, Ms. Cheng was a member of the World Bank’s Sanctions Board and also arbitrator at the Tribunal Arbitral du Sport.


Further, she was one of the founders of the Asian Academy of International Law and in 2017, as the founding Chairman of AAIL, she signed the Memorandum of Understanding with CAERP (China-AALCO Exchange and Research Platform) represented by the then Director General of the Treaties and Law Division of the Ministry of Foreign Affairs to cooperate in the area of international law research and training and in particular to host part of the CAERP training for AALCO (Asian African Legal Consultative Organization) delegates in Hong Kong. She is currently a co-chairman of AAIL.


Ms. Cheng is also a Past Vice President of the International Council of Commercial Arbitration (ICCA), a Past Vice President of the ICC International Court of Arbitration, and the former Chairperson of the Hong Kong International Arbitration Centre (HKIAC). She also served as Deputy Judge/Recorder in the Court of First Instance of the High Court of Hong Kong SAR from 2011 to 2017.
