The 5th Qianhai Legal Intelligence Forum was held in Shenzhen

On November 7, Yang Wanming, the Vice President of the Supreme People's Court and  Justice of the Second Rank, virtually attended the 5th Qianhai Legal Intelligence Forum which was held in Shenzhen. The topic of this year's forum was Global Epidemic and International Commercial Dispute Resolution: Impact and Countermeasures, the forum aimed at gathering wisdoms from experts and endeavored to provide beneficiary thoughts on Shenzhen's building of the Pilot Demonstration Area of Socialism with Chinese Characteristics in the context of dispute resolution mechanism.

Yang Wanping pointed out that the speech delivered by President Xi Jinping in the Celebration of the 40th Anniversary of the establishment of the Shenzhen Special Economic Zone had made a major strategic planning for the special economic zone to advance reform and opening-up from a higher starting point in the new era. As an important window of our country for opening-up, Shenzhen has taken the major historical mission of  deepening reform and expanding opening-up comprehensively.

Yang Wanming emphasized that adhering to judicial safeguard is one of the ten valuable pieces of experience of the special economic zone. The Supreme People's Court has been drafting the Opinions on Supporting and Safeguarding Shenzhen to Build a Pilot Demonstration Area of Socialism with Chinese Characteristics in order to support the courts of Shenzhen to conduct relevant pilot experiments according to the authorizations granted and to strive to complete a batch of innovative, leading and model reform projects which would have great influence on the judiciary, forming a leading effect among courts around the country. 

Yang Wanming pointed out that strengthening the reform of business environment is vital  for Shenzhen to fully advance reform and opening-up and is a strong move for Shenzhen to participate in accelerating the construction of the Pilot Demonstration Area of Socialism with Chinese Characteristics. The people's courts firmly support Shenzhen to take experimental moves in improving the business environment and strengthen the core engine function of the courts of Shenzhen in the judiciary of the Guangdong-Hong Kong-Macau Greater Bay Area.

Yang Wanming pointed out that the comprehensiveness of international commercial dispute resolution mechanism is a significant indication of a country's level of opening-up, construction of judiciary and degree of being in line with international standards. The Supreme People's Court highly regards the construction of the international commercial dispute resolution mechanism and will constantly firmly support Shenzhen to innovate, explore and improve the connection mechanism among litigation, arbitration and mediation; the Supreme People's Court supports the construction of the Guangdong-Hong Kong-Macau Greater Bay Area International Arbitration Center and the Joint Arbitration Center for International Investment, in order to facilitate the deep fusion of judiciary of the Guangdong-Hong Kong-Macau Greater Bay Area, and build the international legal service center for the Guangdong-Hong Kong-Macau greater bay area and the international commercial dispute resolution center.

Gong Jiali, president of the High People's Court of Guangdong Province, Yu Xinguo, Secretary of Political and Legal Affairs Committee of the CPC Shenzhen Municipal Committee, Ms. Teresa Cheng Yuek-wah, Secretary for Justice of the Hong Kong Special Administrative Region, Zhang Yuejiao, former Judge of the WTO Appellate Body, judge representatives from the courts of Guangdong, representatives of arbitration institutions and mediation institutions from Hong Kong and Korea and others attended the forum.
