Judge Gao Xiaoli is a Senior Judge of the Second Rank. Judge Gao has worked at the SPC since July 1994, starting in the Economic Division, and subsequently the Fourth Civil Division and the First Circuit Court. She was appointed as a judge in June 2011 and in January 2015 she became a Presiding Judge of the First Circuit Court of the SPC. In September 2017, Judge Gao was appointed as the Deputy Chief Judge of the Fourth Civil Division. She is now the Director of the Bureau of International Cooperation since April 2020. Judge Gao majored in International Law at the University of International Business and Economics. She obtained a Doctor Degree of Law. She studied at the University of Montreal, Canada, from September 1999 to July 2000.
