Dr. Anthony Neoh, QC, SC, JP, is a senior member of the HK Bar specializing in international litigation and arbitration. He is also active in teaching and research in financial history, comparative legal systems and current issues of financial regulation. From 1966-1979, he was a member of the Hong Kong Civil Service, leaving with directorate rank in the Administrative Service. Commencing practice at the HK Bar in 1980, he went on to qualify for the California Bar in 1984 and was appointed Queen's Counsel in 1990. From 1995-1998, he was Chairman of the Hong Kong Securities and Futures Commission and from 1998 to 2004, he was Chief Adviser to the China Securities Regulatory Commission. He was nominated to the ICSID Panel of Conciliators and Arbitrators, by the Ministry of Commerce of the People's Republic of China in 2010. Currently, he is Standing Committee Member of the Supreme Court's Judicial Research Institute.

Dr. Neoh was the first Asian to be elected as Chairman of the Technical Committee of the International Organization of Securities Commissions and was a Member of the HK Basic Law Committee of the Standing Committee of the National People's Congress from 1997–2007. He was the Chairman of the Hong Kong Independent Police Complaints Council from 2018-2021.

In the academic sphere, he was a frequent lecturer at the Central School of the Chinese Communist Party, an adjunct professor of the National College of Public Administration, as well as visiting professor to the Peking, Tsinghua ,Harvard University Law Schools, and the School of Business of the National University of Singapore. He is currently Council Member and Treasurer to the Chinese University of Hong Kong, and Chairman of the Asian Academy of International Law. He was Chairman of the Preparatory Committee of the Chinese University of Hong Kong Law School. In 2003, he was awarded the Degree of Doctor of Laws, honoris causa, by the Chinese University of Hong Kong. In 2009, he was elected an Academician of the Eurasian Academy of Science, and in 2011, was presented with the CFA Institute's Award for Distinguished Service to International Finance. In 2013 and 2016, he was awarded the Degree of Doctor of Social Science, honoris causa, by the Open University and Lingnan University respectively in Hong Kong. In 2019, he was elected a Fellow of the Hong Kong Academy of Finance. He is currently Independent Director of the Industrial and Commercial Bank of China and CITIC Limited.
