A senior barrister in Hong Kong, mainly engaged in legal affairs such as international litigation, arbitration, and financial regulation. He began practicing law in Hong Kong in 1980 and was appointed as a Queen’s Counsel in 1990 (later renamed Senior Counsel in 1997).
Formerly served as a member of the Council and Listing Committee of the Hong Kong Stock Exchange (HKEX), Chairman of the Disciplinary Committee and Debt Securities Working Group, and Co-Chairman of the Legal Committee of the Listing Group; Chairman of the Hong Kong Securities and Futures Commission, First Asian Chairman of the Technical Committee of the International Organization of Securities Commissions, Chief Advisor of the China Securities Regulatory Commission, Chairman of the Independent Police Complaints Committee First Academician and Convenor of the Expert Group of the Hong Kong Monetary Authority’s, School of Finance, Co-Chairman of the G20 Business Summit Financial Growth and Infrastructure Task Force, and Co-Chairman of the China Securities Forum.
Dr. Neoh has served as a member of the Council of The Chinese University of Hong Kong for nearly 30 years, and has also held part-time or visiting professorships at Peking University, Tsinghua University, and Harvard Law School, with a long-term focus on the development of financial rule of law, corporate governance, and ESG.
