Sir William Blair served as a Commercial Court Judge in England and Wales for nearly ten years. He has decided many international commercial cases and was Judge in Charge of the Commercial Court from 2016 to 2017. He helped to establish the Financial List and the Standing International Forum of Commercial Courts. He is a member of the Expert Working Group on commercial dispute resolution set up between the Chinese and United Kingdom judiciaries. He is President of the Board of Appeal of the European Supervisory Authorities, a European Union body in the financial field. He is Chair of the Bank of England's Enforcement Decision Making Committee (EDMC).


Professor of Financial Law and Ethics at Queen Mary University of London based at the Centre for Commercial Law Studies, he has written and lectured widely in the field of commercial and financial law. He holds Visiting Professorships at the London School of Economics (LSE), Peking University Law School (PKU), East China University of Political Science and Law (ECUPL), and is a Cheng Yu Tung Visiting Professor, Faculty of Law, University of Hong Kong (HKU).


Sir William is a Fellow of the Oxford University Commercial Law Centre, and a Fellow Academic Member of the European Banking Institute. Having joined London Chambers at 3 Verulam Buildings, he now sits as an international arbitrator. He is a CEDR qualified mediator. He sits as a Deputy Judge of the Court of First Instance, Hong Kong SAR, China, and as a Judge of the Qatar International Court. He is a member of London's Financial Markets Law Committee, and Chair of the Monetary Law Committee of the International Law Association. He is a Member of the Advisory Board of P.R.I.M.E. Finance (based in The Hague) and its Panel of Experts.


Sir William graduated from Oxford University and before appointment to the bench practiced at the English Bar, where he specialized in the law of domestic and international banking and finance. He was appointed Queen's Counsel (QC) in 1994 and was Chair of the Commercial Bar Association between 2003 and 2005.
