Sir William (Bill) Blair practised as a leading lawyer in the field of international banking and finance until his appointment to the Judiciary of England and Wales. He was subsequently Judge in Charge of the London Commercial Court and a Judge of the Financial List for high value financial cases. The Commercial Court is the principal supervisory court for international arbitrations with a London seat.

On retiring from the bench, he joined 3VB chambers in London and sits as an arbitrator with LCIA, HKIAC, ICC and ICSID appointments as Chair, sole arbitrator and party-appointed arbitrator. In 2022, the European Commission included him in the list of arbitrators suitable for appointment as Chairperson in arbitrations under trade agreements to which the European Union is a party. He regularly speaks at arbitration events internationally.

He chairs a project on the evolution of commercial dispute resolution clauses involving the foreign-related business of Chinese enterprises – a forward look.

He is Professor of Financial Law and Ethics at Queen Mary University of London, and Chair of the Enforcement Decision Making Committee of the Bank of England (the UK’s central bank). He is a member of London’s Financial Markets Law Committee. He served as the First President of the Board of Appeal of the European Supervisory Authorities which deals with financial regulatory appeals.

He is a member of the International Commercial Expert Committee of the Supreme People’s Court of the People’s Republic of China, Chairman of the Qatar Financial Centre Regulatory Tribunal, a Steering Group Member of the Standing International Forum of Commercial Courts, and a Member of the International Financial Legal Experts body of the Shanghai High People’s Court. He sits regularly as a judge in the Hong Kong High Court.

He is a member of the Eighth Committee of the Beijing Arbitration Commission, and a member of the Council of the Shenzhen Court of International Arbitration (SCIA).

He is Honorary Chair of the Committee on International Monetary Law of the International Law Association (MOCOMILA), and a member of the Ethics Committee of Digital Catapult’s AI Machine Intelligence Garage, an AI start-up funder.
