Zhang Yongjian, Expert Member of The International Commercial Expert Committee of The SPC, Was Appointed As an International Judge of SICC

On 3 January 2023, The President of the Republic of Singapore in accordance with Article 95(4)(c) of the Constitution, has appointed retired Justice Zhang Yongjian from the Supreme People’s Court(SPC) as international Judge to the Singapore International Commercial Court(SICC) for an initial one-year term, with effect from 5 Jan 2023 to 4 Jan 2024. He is the first Chinese Judge appointed since the establishment of SICC.


Justice Zhang Yongjian was conferred a Doctor of Laws by the Renmin University of China. He is a National Adjudication Expert of the People's Republic of China, and served as a Judge of the SPC from Apr 2000. From Dec 2012 to Mar 2016, he successively held the positions of the Chief Judge of the First Civil Division, member of the Adjudication Committee, the Chief Judge of the Second Civil Division and the Chief Judge of the Fourth Civil Division of the SPC. In Apr 2017, he was appointed as Deputy Chief Judge of the First Circuit Court, and Senior Judge of the First Rank. in Jun 2018, he was appointed as the Judge of the China international Commercial Court. He retired from the Judiciary in Dec 2019. He was appointed as an expert member of the International Commercial Expert Committee of the SPC in Dec 2020.


With this appointment, the SICC will have a total of 19 International Judges from China, Australia, the United Kingdom, the United States, Canada, France, Japan and India.
