Upon deliberation, the Supreme People's Court is going to appoint the following 24 experts (Mr. Fei Zongyi, etc.) as the second group of expert members of the International Commercial Expert Committee of the Supreme People's Court, for a term of four years, from December 8, 2020 to December 8, 2024.
The basic information of the candidates is now publicized for five business days. If there is any objection during the publicity period, please contact the International Commercial Court Coordination and Guidance Office in the Civil Division No. 4 of the SPC.

1.Fei Zongyi
Fei Zongyi, used to work in the Supreme People’s Court of People’s Republic of China as a judge, the Deputy Chief Judge of the Economic Division and a member of both the Judicial Committee and the Advisory Committee. He served as a professor of Senior Judge Training Center and National Judges College, and an adjunct professor of Renmin University of China, Peking University, China University of Political Science and Law and China Foreign Affairs University, etc. He also served as the deputy president and adviser of the Chinese Society of International Law, the deputy president, honorary president of China Society of Private International Law, the vice president of the China Intellectual Property Society, member of the Preparatory Committee for the Hong Kong Special Administrative Region and the deputy director, honorary vice director, arbitrator and director of the Expert Consultation Committee of China International Economic and Trade Arbitration Commission.
2.Si Yuzhuo
Prof. Si Yuzhuo, is the former president of Dalian Maritime University, as well as professor of maritime law and PhD supervisor. He is also an honorary member of the Comité Maritime International and adviser of China Maritime Arbitration Commission. He has been engaged in the education and research of maritime law for long time, and is one of the main drafters of Chinese Maritime Code. He has participated in international academic conferences and international maritime legislation several times as an expert in maritime law. He also participated in the formulation and discussion of The Rotterdam Rules of United Nations Commission on International Trade Law served as the head of Chinese delegation and an expert member.
3.Zhou Hanmin
Zhou Hanmin, Professor of Law, supervisor of doctorate students, honorary doctor of law conferred by University of Liverpool of United Kingdom, currently serves as the Standing Committee Member of Chinese People’s Political Consultative Conference (CPPCC), Vice Chairman of China National Democratic Construction Association (CNDCA), Vice Chairman of Shanghai Committee of CPPCC, Chairman of Shanghai Committee of CNDCA, President of Shanghai Institute of Socialism. He is also the Chairman of the National Association of Vocational Education of China, Shanghai Branch, Vice Chairman of Shanghai Public Diplomacy Association, Vice President of Shanghai Outstanding Youth Federation, Vice President of Brand China Industry Union, and President of the World Economic Forum’s Regional Agenda Council on China. He also holds current positions, including Senior Consultant of China Society for WTO Studies, Vice-chairman of Law of WTO, China Law Society, Executive Director of China International Law Society, Executive Director of China Private International Law Society, Executive Director of Society of China International Economic Law, Honorary Chairman of International Law Association of Shanghai Law Society, Honorary Dean of Law School of SIFT.
4.Zhang Yongjian
Zhang Yongjian is a doctor of law and a National Adjudication Expert. Since November 1975, he has worked in Minzu University of China, the First, Second and Forth Civil Division of the Supreme People’s Court of People’s Republic of China (“SPC”). He served as the judge of SPC since April 2000. From December 2012 to January 2019, he successively held the positions of the Chief Judge of the First Civil Division, member of the Adjudication Committee, the Chief Judge of the Second Civil Division and the Chief Judge of the Forth Civil Division of the SPC. In 2017, he was appointed as Deputy Chief Judge of the First Circuit Court, and Senior Judge of the First Rank. In 2018, he was appointed as the judge of China International Commercial Court. In 2019, he retired.
5.Wang Junfeng
Wang Junfeng is currently the President of All China Lawyers Association (ACLA), Deputy Secretary of the Party Committee of the Legal Profession, President of the Belt and Road International Lawyers Association (BRILA), Deputy to the Thirteenth National People's Congress (NPC), member of the NPC Constitution and Law Committee, Vice Chairman of China Law Society, Vice Chairman of China International Economic and Trade Arbitration Commission (CIETAC), Vice Chairman of China Legal Aid Foundation (CLAF), and Global Chairman of King & Wood Mallesons. He was awarded National Excellent Lawyers, News Figures of Chinese Legal Profession in 2011, and Figures of the Rule of Law by Legal Daily in 2014, etc.
6.Gao Xiang
Gao Xiang is currently a professor and PhD supervisor of China University of Political Science and Law(CUPL)and director of the Centre of International Banking Law & Practice at CUPL, and visiting professor of UTS Law School, Australia. He is a member of the Legal Committee of International Chamber of Commerce (ICC) Banking Commission, DOCDEX Expert of ICC, member of Group of Experts in International Settlement of ICC China Banking Commission, member of ICC Commercial Law and Practice (CLP) Commission, executive chairman of ICC China CLP Commission, member of ICC China Group of Experts for the Revision of INCOTERMS, deputy president of China Society of Comparative Law, president of Beijing Society of Banking Law, arbitrator of China International Economic and Trade Arbitration Commission, guest professor of University of Canberra, University of Victoria, Australia, and University of Fundacao Getulio Vargas, Brazil, and visiting scholar at Yale University, USA.
7.Xiao Yongping
Xiao Yongping is currently the director of Wuhan University Institute of International Law, one of China Top Think Tanks (since 2016), and Wuhan University Academy of International Law and Global Governance (since 2020), acts also as the standing vice president of China Society of Private International Law, the executive director of China Society of Law, the vice president of Chinese Society of International Law, the vice president of China Society of Sports Laws. He was one of "The Ten Outstanding Middle-Aged and Young Jurists" by China Law Society in 2010, and one of the Leading talents in philosophy and social sciences by the Publicity Department of the Communist Party of China in 2015.
8.Du Xinli
Du Xinli is a professor and PhD supervisor of China University of Political Science and Law School of International Law. She is also the dean of China Arbitration Institute of China University of Political Science and Law, the vice chairman of China Society of Private International Law and of China Academy of Arbitration Law.
9.Liu Xiaohong
Ms. Liu Xiaohong is a Professor and PhD supervisor of law, and the President of the Shanghai University of Political Science and Law. She was appointed and served as the Vice Chairman of the ICC Commission on Arbitration & ADR between 2016 and 2019. Currently, she is a member of the Commission of the ICC International Court of Arbitration on the Belt and Road Initiative, Vice Chairman of ICC China Commission on Arbitration & ADR, China Society of Private International Law and Shanghai Law Society, President of the Institute for the Belt and Road Initiative of Shanghai Law Society, and chief expert of Collaborative Innovation Center of China (Shanghai) Pilot Free Trade Zone.
10.Yi Xianhe
Yi Xianhe (Sienho YEE) is J.D. (Columbia), Member of the Institute of International Law, and Professor of International Law at China Foreign Affairs University. He is also Chief Expert at Wuhan University China Institute of Boundary and Ocean Studies, Editor-in-Chief of Chinese Journal of International Law (an SSCI journal published in English by Oxford University Press), Special Rapporteur of the Informal Expert Group on Customary International Law of Asian-African Legal Consultative Organization, Chief Expert of a Major Project of the National Social Science Fund of China, and Distinguished Professor at the National University of Malaysia.
11.Fan Yu
Fan Yu is a Master of Law, Renmin University of China Law School, Doctor of Law, Nagoya University, Japan, Senior Visiting Scholar, University of Wisconsin-Madison Law School, United States. She is a professor and PhD supervisor of Law School, Renmin University of China ,the adviser of the Dispute Resolution Research Center of Renmin University,the vice chairman of the China International Chamber of Commerce Mediation Center and vice president of the Beijing Association for Alternative Dispute Resolution. She used to be the vice president of the Comparative Law Research Association of China Law Society, the vice president of the Sociology of Law Research Association of China Sociology Society, director of the Civil Procedure Law of Research Association and of the Trial Theoretical Research Association of China Law Society.

1. Dr. Anthony Neoh, QC, SC, JP
Dr. Anthony Neoh, QC, SC, JP is a senior member of the HK Bar specializing in international litigation and arbitration. He is currently a Standing Committee Member of the Supreme Court's Judicial Research Institute, Chairman of the Hong Kong Independent Police Complaints Council, Council Member and Treasurer to the Chinese University of Hong Kong, visiting professor to the School of Business of the National University of Singapore, and Chairman of the Asian Academy of International Law. He was Chairman of the Hong Kong Securities and Futures Commission and Chief Adviser to the China Securities Regulatory Commission.
2. Viriato Manuel Pinheiro de Lima
Viriato Manuel Pinheiro de Lima, is a retired judge of the Macao Court of Final Appeal and the Portuguese Supreme Administrative Court, served in Macao SAR in 1993, served as a judge of the Macao Court of Final Appeal from December 1999 to December 2019, and retired on 16 December 2019. Judge Lima worked in Macao for 26 years, was familiar with Macao, made positive contributions to the construction of the judicial system of Macao SAR, the building of the judicial authoritativeness and the exercise of the right of final adjudication, and enjoys high professional status and reputation in the judicial and legal sectors of Macao. He has profound achievements in civil and commercial law, civil procedural law and other aspects. He was invited to serve as a member of the Law Reform Commission of Macao SAR, coordinator of the Committee of Amendment of the Civil Procedure Code and others. Meanwhile, as a supervisor, Lima contributed a lot to the training of local Macao judicial officers and legal practitioners.

1. Amapola Grijalva
Nationality: Mexico
Amapola Grijalva, Senior Partner of WTI Group, a boutique firm based in Mexico with branch offices in Canada,UK, Berlin, Hong Kong and Mainland. She is an active member of institutions and foundations, being the most important: Mexico-EU Center at the UNAM, Founding Executive Vice President of China Chamber of Commerce in Mexico, Certified Auditor by the Business Alliance for Secure Commerce (BASC) and currently President of the Board of the China Chamber of Commerce and Technology Mexico, being a prestigious and experienced NGO promoting investment and trade between China and Mexico, and a platform of preference. At the same time, she is the Chair of the Board of the Mexico China Center for Alternative Dispute Resolution.

2. Bart Magunda Katureebe(CJ Emeritus)
Nationality: Uganda
Bart M. Katureebe, is the former Chief Justice of Uganda and is the Member of the Steering Committee of the Standing International Forum of Commercial Court. He started to serve as a State Attorney in the Attorney General’s Chambers in 1975 and rose to the rank of Principal State Attorney. Subsequently he went into private legal practice in 1983 for five years before being appointed a Government Minister in 1988. He served in various Ministries of Government over a period of the next thirteen years, the last five of which he served as Minister of Justice and Attorney General. Between July 2001 and August 2005, he was in private legal practice as founder and Managing Partner of one of Uganda’s leading Commercial Law Firms, Kampala Associated Advocates. Chambers Global, 2004 – 2005 Edition, lists him as one of the ten leading lawyers for business in Uganda. From August 2005 to June 2020, he served as the Justice of Supreme Court of Uganda and Chief Justice of Uganda.
3. Christopher Adebayo Ojo
Nationality: Nigeria
Christopher Adebayo Ojo is a former Attorney General and Minister of Justice of the Federal Republic of Nigeria, past President of the Nigerian Bar Association (NBA) and past Chairman of the Chartered Institute of Arbitrators, Nigeria Branch. He is currently the President of the African Arbitration Association, a Chartered Arbitrator, a Senior Advocate of Nigeria (SAN). He has acted as Chairman and member of Arbitral panels at the ICC, the LCIA and ICSID. He has also acted as expert witness in international arbitration. 4. Dr. Colin ONG QC
Nationality: Brunei
Professor Dr. Ong is an English Queen’s Counsel; lawyer in Brunei and Singapore; and a visiting law professor at Civil law jurisdictions. Dr. Ong is currently Chairman of International Advisory Board of Thailand Arbitration Center (THAC); President of Arbitration Association Brunei Darussalam (AABD); Advisor Governing Council, BANI(Indonesia); Appointing Council, Chinese-European Arbitration Centre (CEAC) (Germany); and Chairman, Advisory Board, (JIIART)(Japan). 5. Fatsah Ouguergouz
Nationality: Algeria
Judge Fatsah Ouguergouz, independent international arbitrator, former President of the United Nations Commission of Inquiry on Burundi (Geneva). He is a former Judge and Vice-President of the African Court of Human and Peoples' Rights (Arusha). He was Secretary of the International Court of Justice and held the position of Independent Expert on the Situation of Human Rights in Burundi. He was a Legal Officer at the United Nations Office of Legal Affairs (New York), Consultant of Permanent Delegation of the African Union (Geneva), Consultant of Department of International Norms of International Labour Office (Geneva). He is currently Senior Fellow at the Graduate Institute of International and Development Studies (Geneva) and acting as arbitrator in commercial and investment arbitrations under the UNCITRAL Arbitration Rules, International Senior Expert at United Nations Institute for Training and Research (Geneva). He is Member of the International Council for Commercial Arbitration (The Hague) , Member of the International Commission of Jurists (Geneva), Member of the Governing Board of the International Institute of Human Rights (Strasbourg). 6. Hamid Sharif
Nationality: Pakistan
Hamid Sharif is the first Managing Director of Asian Infrastructure Investment Bank (AIIB)’s Complaints-resolution, Evaluation and Integrity Unit (CEIU). He has almost three decades of experience in international development in Asia across major sectors, including infrastructure. Before joining AIIB, he served as Country Director for the People’s Republic of China at the Asian Development Bank (ADB). As Principal Director of the Central Operations and Services Office of ADB he was head of procurement for all ADB lending operations including infrastructure projects. He has also served as Assistant General Counsel and Chairman of the Appeals Committee. Prior to joining ADB he practiced law in Lahore with a leading firm. He is a barrister of Lincoln’s Inn with Masters in Law from the University of Cambridge and a Bachelor in Law from Kingston University, United Kingdom.
7. Dr. Ismail Selim
Nationality: Egypt
Ismail Selim is Director of the Cairo Regional Centre for International Commercial Arbitration (CRCICA), Secretary Treasurer of the International Federation of Commercial Arbitration Institutions (IFCAI). He is also a board member of Africa Arbitration Association, Vice-Chairman of the Egypt Branch of the Chartered Institute of Arbitrators (CIArb) and board member of Francarbi.
8. Johan Achiel Erauw
Nationality: Belgium
Johan Achiel Erauw, Emeritus Professor of the University of Ghent and still actively teaching as Guest Professor of International Law at other Universities. He works as arbitrator in international commercial arbitration. He is presently providing expert counsel to lawyers and notaries as well as public authorities on the subjects of Private International and Commercial Law, specializing in international business transactions - notably international sales agreements, art law, technology transfer, intellectual property law, international dispute resolution. He has been active in arbitration before the ICC international Court of Arbitration, Paris; CEPANI Brussels, The Arbitration Court of the Stockholm Chamber of Commerce (SCC), Netherlands Arbitration Institute (NAI). 9. Michael Hwang S.C.
Nationality: Singapore
Michael Hwang S.C. was appointed Singapore's Non-Resident Ambassador to Argentina. He was appointed the non-resident Chief Justice of the DIFC Courts. He was appointed a Judicial Commissioner (a Judge for a fixed term of 19 months) of the Supreme Court of Singapore between 1991 and 1992 and was appointed one of the first 12 Senior Counsel of the Supreme Court of Singapore. He was appointed the Vice Chairman of the International Court of Arbitration of the International Chamber of Commerce, Vice President of the International Council for Commercial Arbitration, a member of the Permanent Court of Arbitration (The Hague), a Court member of the London Court of International Arbitration, a Trustee of the Dubai International Arbitration Centre and a Council Member of the International Council for Arbitration for Sport.
10. Justice Steven Chong
Nationality: Singapore
The Honorable Justice Steven Chong is currently Justice of Appeal and judge in-charge of International Relations of the Supreme Court of Singapore. He was admitted as an advocate and solicitor of the Supreme Court of Singapore in 1983, and entered into Drew & Napier law firm and Rajah & Tann law firm. After 27 years in legal practice, he was appointed to the Bench on 1 October 2009. Justice Chong served as the Attorney-General of the Republic of Singapore from 25 June 2012 to 24 June 2014. Upon completion of his term, he returned to the Supreme Court as a High Court Judge. On 1 April 2017, he was appointed Judge of Appeal.
11. Dr. Maidan Suleimenov
Nationality: Kazakhstan
Dr. Maidan Suleimenov is a Professor of Law, the Chairman of the Kazakhstani International Arbitrage, and director of the Research Institute of Private Law of the Caspian University. From 1992 to 1994, he was Chief Academic Secretary of the National Academy of Sciences of Kazakhstan, till now is Academician of the National Academy of Sciences of Kazakhstan. From January 2018, he is member of the International Board of the Supreme Court of the Republic of Kazakhstan. He took part in preparation and execution of a number of international treaties on economic relations. In particular, he was at the head of the Kazakhstan group during negotiations under the Energy Charter Treaty in Brussels (1993 to 2004). He acted as legal adviser on oil contracts of the Government of the Republic of Kazakhstan. He represented the Government of the Republic of Kazakhstan, foreign and Kazakhstan companies and organizations in international disputes.
