At the invitation of the Federal Supreme Court of Russia and the Supreme Court of the United Kingdom, Liu Guixiang, Justice (Second Rank）of the People’s Republic of China and Member of the Judicial Committee of the Supreme People's Court, paid a visit to Russia and the United Kingdom from May 1 to May 7 with a delegation of courts in China. They also attended the 4th Annual UK-China Judicial Roundtable and the permanent forum of international commercial court. 

During his visit in Russia, Liu Guixiang and his delegation met with the Vice President of the First Court of the Russian Supreme Court and the President of the Northwest Circuit Commercial Court and held working talks with them respectively. Liu Guixiang said that China and Russia were the largest neighboring countries of each other. There were a lot of exchanges in the field of justice for a long time. High-level visits between the Supreme Courts of both sides were frequent. He hoped courts in China and Russia could continue the frequent exchanges, strengthen the cooperation in the field of justice between both sides, and make new contribution to the development of China-Russia relationship. Liu Guixiang also gave an introduction on China’s judicial reform, informationalization development, and commercial trials and maritime trials concerning foreign nationals. Russia attached great importance to the visit of the delegation and gave an introduction on the judicial reform of Russia’s federal courts, the selection, training and job security of judges, and the function of the circuit commercial courts.

During his visit in the United Kingdom, Liu Guixiang and his delegation attended the 4th Annual UK-China Judicial Roundtable and the 1st Permanent Forum of International Commercial Court. The UK-China Judicial Roundtable was co-hosted by the supreme courts from the UK and China and was organized by the Supreme Court of the United Kingdom. The topic for the Roundtable was environmental judicature protection. President of the Supreme Court of the United Kingdom Lord Neuberger attended the opening ceremony and Liu Guixiang gave an opening speech. After briefly reviewing the exchanges and cooperation in the field of justice between China and the UK, Liu Guixiang said that the Roundtable conference was the result of the long-term cooperation on justice between China and UK. Through in-depth discussions, China and UK could reach extensive consensus on justice and explore new areas of cooperation. The 1st Permanent Forum of International Commercial Court was hosted by high courts from England and Wales. Delegations of courts from 28 countries attended the Forum. Liu Guixiang gave a keynote speech on International Cooperation and Enforcement of the Foreign Court Decision. This showed that China’s courts were willing to support international cooperation and promote social progress, which won applause from other delegations. 

President of Shandong Provincial High People’s Court Qiu Shuiping and officers from Guangdong Provincial High People’s Court and the Supreme People’s Court also joined the delegation to pay a visit to Russia and the United Kingdom.
