On the morning of November 29, 2019, the Supreme People's Court (the SPC) held the launch of the Unified Platform for Foreign Law Ascertainment (the Platform) in Chongqing. Luo Dongchuan, Vice President of the SPC attended the launch of the Platform and delivered a speech. 

Luo Dongchuan emphasized that the fourth plenary session of the 19th Central Committee of the Communist Party of China (the CPC) noted the strategic importance for promoting the modernization of the national governance system and governance capacity. The Opinions on Establishing the International Commercial Dispute Resolution Mechanism and Institutions for the Belt and Road Initiative clearly require that the SPC shall, by making full use of the achievements of the development of Smart Court construction, establish a legal database and center for foreign law ascertainment of the countries and regions that have participated in the "Belt and Road Initiative" as soon as possible. And it is necessary to strengthen the informatization management and big data analysis of cases involving the Belt and Road Initiative in order to provide intelligent services for judges and ensure the correct application of laws and the unification of the rules of adjudication. The establishment of the Platform is an important measure of the SPC for implementing the deployment of the CPC, promoting people's courts to serve and ensure the Belt and Road Initiative in the new era and promoting the modernization of the judicial system and its capabilities. The Platform will integrate the resources of members of the International Commercial Expert Committee and domestic institutions of foreign law ascertainment to provide people's courts at all levels and the society with high-quality and efficient foreign law ascertainment services, in order to effectively break the "bottleneck" problems that restrict the foreign law ascertainment in foreign-related trial practices, and enhance the international credibility of China's judicature system.
