--Luo Dongchuan emphasized on the Fifth National Conference on Foreign-Related Commercial and Maritime Trial Work

The 5th National Conference on Foreign-Related Commercial and Maritime Trial Work was held in Qingdao on November 7th, 2018. Luo Dongchuan, Vice President of the Supreme People's Court of China (“the SPC”), conveyed the SPC President Zhou Qiang’s request for foreign-related commercial and maritime trial work. He highlighted that we should implement the Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th CPC National Congress focus on the overall situation of the Party and the state and promote  foreign-related commercial and maritime trial work, so as to provide a strong judicial service guarantee for the deepening of Reform and Opening-up in the new era.

Luo pointed out that since the 4th National Conference on Foreign-Related Commercial and Maritime Trial Work, the people's courts at all levels have been earnestly implementing the Thoughts on Socialism with Chinese Characteristics for a New Era and have been firmly guided by “Four Consciousnesses”, serving and ensuring actively the overall work of the Party and the state and fulfilling the function of foreign-related commercial and maritime trial work, adjudicating  foreign-related commercial and maritime cases in justice and efficiency . The fact shows that new progress has been made in these all works.

Luo stated that it is important to coordinate the overall domestic and international situations and grasp accurately the new tasks arising of foreign-related commercial and maritime trial work in the new era. Political construction shall be put in the first place. He said that we should enhance the ability of judicial service for the overall situation, fulfill the function of foreign-related commercial and maritime trials, so as to provide judicial service and guarantee to the Belt and Road Initiative and implementation of major strategies such as the Pilot Free Trade Zones, the Yangtze River Economic Belt and the Maritime Power. He also emphasized that we should pay close attention to the fine quality of adjudication, systematization of system, informatization of litigation service, specialization of judges, in order to promote comprehensively foreign-related commercial and maritime trial work. Besides, the SPC will firmly promote the construction of China International Commercial Court and China International Maritime Judicial Center to enhance the international influence of China’s foreign-related commercial and maritime trials.
