Building Stable, Fair and Transparent Legal Business Environment 

To Actively Serve the Construction of “the Belt and Road” 

In the afternoon of July 23, Zhou Qiang, President of the Supreme People’s Court of China, stressed during the inspection in the First International Commercial Court of the Supreme People’s Court of China that we should adhere to the guidance of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implement the decisions and arrangements of the Party Central Committee, give full play to the important role of the First International Commercial Court, properly resolve trade and investment disputes according to the law, and protect the legitimate rights and interests of Chinese and foreign parties equally to build a stable, fair and transparent legal business environment for the construction of “the Belt and Road”.

Zhou Qiang inspected the implementation of the First International Commercial Court, heard the report on its work, and fully endorsed the successful completion of its preparatory work and performance of its duties in accordance with the law.

Zhou Qiang pointed out that the establishment of the International Commercial Court of the Supreme People’s Court of China is a major reform made by the Party Central Committee with Comrade Xi Jinping as its core. It is of great significance for the People's Courts to better perform their duties and to serve the construction of “the Belt and Road”.

Zhou Qiang stressed that we should adhere to the guidance of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implement the requirements of the Opinion Concerning the Establishment of “the Belt and Road” International Commercial Dispute Resolution Mechanism and Institutions by the Party Central Committee, actually give play to the important role of the First International Commercial Court to provide effective judicial service and guarantee for the construction of “the Belt and Road”.

We should adhere to strict and fair administration of justice, equal protection of the legitimate rights and interests of both Chinese and foreign parties, and strive to create a stable, fair and transparent legal business environment. We should adhere to the principle of planning together, build together and benefiting together, build and enhance a diversified dispute resolution mechanism where litigation, mediation and arbitration are effectively linked, set up the International Commercial Expert Committee as soon as possible, formulate working rules and court procedure guidelines, absorb and integrate domestic and foreign legal service resources and properly resolve the trade and investment disputes of “the Belt and Road” in accordance with the law. We should vigorously strengthen the information construction of court, make full use of the achievements of the construction of smart courts, to provide efficient, convenient and intelligent judicial services for both Chinese and foreign parties. We should take useful explorations in deepening international judicial exchanges for promoting global rule of law. We should unremittingly focus on the team construction, attach importance to and strengthen the training work, and strive to build a team of high-quality international commercial judges, so as to provide a strong guarantee for the handling of international commercial trials.

Pei Xianding, a Full Time Member of the Adjudication Committee of the Supreme People’s Court of China, Wang Weizhong, a member of the Standing Committee of Guangdong Provincial Committee and Secretary of Shenzhen Municipal Committee and Gong Jiali, President of the Guangdong High People's Court and others participated in the investigation.
