Prof. Xu Xianming is currently a member of the Standing Committee of the 13th National People’s Congress (NPC), Vice- Chairman of the Supervision and Judicial Committee of the NPC, Vice-President of the China Law Society (CLS), Honorary President of CLS Jurisprudence Institute, Chairman of the Steering Committee for Teaching of the Discipline of Law under the Ministry of Education, and Chairman of the Steering Committee of the Excellence in Rule of Law Talent Training Programme of the Ministry of Education and the Central Political and Law Commission. He has served as a member of the Legal Committee of the 10th NPC, a member of the Standing Committee of the 11th and 12th NPC, a member of the Legal Committee of the 11th NPC, a Vice-Chairman of the Legal Committee of the 12th NPC, the President of the China University of Political Science and Law, the President of Shandong University, and the member of the party group and Deputy Prosecutor-General of the Supreme People’s Procuratorate.


He is the Chief Expert of Introduction to Xi Jinping’s Thought on the Rule of Law, a key textbook of the Marxist Theory Research and Construction Project. He is the author of more than 20 books and textbooks, including Exploring the People’s Constitutional Thought, Marxist Jurisprudence, International Human Rights Law, General Theory of Citizens’ Rights and Obligations, Pursuing the Way of the University, and Guarding the Spirit of the University. He has written more than 200 essays, including A Preliminary Exploration of Mao Zedong’s Early Legal Thought, On Rights, On the Right to Live, The System and Classification of Human Rights, An Experimental Discussion of the Constituent Elements of the Rule of Law, Twenty Issues of Judicial Reform, The Road to the Rule of Law for Socialism with Chinese Characteristics, Outline of the Idea of the University, and The Ladder of Progress in Chinese Jurisprudence.
