Dr. Gao Zhiguo: B.A. (Jilin University); LL.M. (China University of Political Science and Law); LL.M. (University of Washington, U.S.A.); J.S.D. (Dalhousie University, Canada); Post-Doctorate in Law (East West Center, U.S.A.). He is the President of the Chinese Society of the Law of the Sea, Counsel of the China Society of International Law, Honorary Dean of the Law School of Hainan University, Director and Convener of the Academic Committee of Collaborative Innovation Center for Territorial Sovereignty and Maritime Rights, and Convener Expert of the think tank of Dalian Maritime University. He was a Deputy of the 10th 11th and 12th National People,s Congress (NPC) and a Member of the Foreign Affairs Committee of NPC during the same period. He served as a judge at the International Tribunal for the Law of the Sea and the Founding Director of China Institute for Marine Affairs. Dr. Gao has been engaged in teaching and researching in international law and international law of the sea in several universities and Research Institutes at home and abroad over the last decades, and has vast theoretical and practical experience in the work of international judicial institutions. He is renowned at home and abroad for his expertise in international law, international law of the sea, international environmental law and international energy law. He is an Honorary Professor and Ph.D. Supervisor at the University of Dundee, U.K. and Honorary Director of the Law of the Sea Research Center of Tsinghua University. Dr. Gao is a member of the Editorial Committee of several international leading academic journals, such as Ocean Development and International Law and Ocean Yearbook. He has published more than 20 books and over 200 papers in both Chinese and English.
